Minimum credit hours for International students

I added a minimum credit hour mod to the SFKEDIT package this week that checks to see if an International UG student drops below 12 credit hours or 9 hours for GR. If they do, it'll pop up an error message in Wolf Web and SFAREGS: "INTL FULL TIME RESTRICT". This mod will help prevent International students from dropping below full time status. If a student wants to drop below the minimum credit hours, they will have to go to the International Ed office to have the drop overidden.

This program uses the same logic as the NCAA minimum credit hour mod except it looks for a citizenship code of 'N'. The minimum hours are set in GTVSDAX external code INTL_UG and INTL_GR. The source for this is in SYFDROP.
