Schol_letter migration to linux

I worked on the job submission schol_letter this week. It was a job that never got migrated to Linux in the summer. I ran into an issue with the script because it runs glbdata (a cobol program) and glblsel within a perl script. For some reason, it didn't run correctly when it uses the function system('external program'). I changed it to use the backticks 'glbdata args' instead and it seemed to fix the problem.
