Scarf changes - race/ethnicity for degree submission
I made some changes to the SCARF script and added the new race/ethnicity to the Degree submission. I ran into a problem with duplicate race entries because the degree submission can contain more than one record per person. I figured out a way to prevent that from happening so it's working fine now.
