TZPFAID changes
I made some changes to TZPFAID so that it accepts negative disbusements now (for making aid adjustments). I also removed the logic that adds an entry into the check table because szpbchk handles this now (this fixes a problem where szpbchk printed an entry when a student had a $0.00 balance).
