Clearinghouse problem
I had to use the 7.x version of the clearinghouse header/footer program (clrhse.exe) because the 8.x code would not compile (it had tons of errors). I'll have to rewrite this program sometime in the near future. This program creates the header and footer row for the clearinghouse upload.
