New clearinghouse app
I converted our clearinghouse self service page to the new server-side model today. The code page can be found in the wou_web package. There's two pages: wou_web.p_clearinghouse - starting page, wou_web.p_clearinghouse_secure - connects to the clearinghouse self service site.
