Student Technology Committee

 

About the Committee

The Student Technology Committee (STC) is a campus organization. Our focus is to provide accessible technology to students that enhances their academic experience.

 

The STC is made up of student members. Two committee members are assigned by a governing member (i.e. Dean, Director, department head, etc.) from the four units that are directly affected by the STC decisions. These are the Associated Students of Western Oregon University, the College of Liberal Arts & Sciences, the College of Education, and University Computing Services.

The Five-Year Vision

The STC has established a solid foundation of computer labs on campus. The committee has made a committment to maintain and upgrade these. But the STC would also like to consider the future of technology on our campus. In the next five years, we would like to invest in projects that fall into the following categories:

 

Green Technology

Nutrition and Health Technology

Smart Classrooms

Mobile Learning

Audio/Video Production

Digital Signage

 

STC Operating Principles

The Student Technology Committee (STC) currently operates according to the following policies.

 

Purpose of the Student Technology Committee (STC)


The STC is a student organization that oversees allocation of funds for technology purposes at Western Oregon University. The STC is comprised of eight voting seats with two representatives from each of the following:

  • ASWOU (appointed by aswou president)
  • College of Liberal Arts & Sciences (appointed by Dean)
  • College of Education (appointed by Dean)
  • University Computing Services (appointed by UCS director)

Committee members are required to be active participants in committee business. If a committee member is frequently absent from meetings or not deemed to be making a sufficient contribution to the committee, the STC will vote to vacate that member from the committee and render their voting seat inactive, thereby reducing the total number of active voting members.

 

Voting, Proposals, and Approval Process


The STC accepts proposals at any time throughout the year, though most funding is done in late Winter or early Spring terms. Proposals may be submitted by students, faculty, or other WOU staff. In addition to accepting proposals, the STC proactively investigates future technology of potential value to WOU students. The STC may initiate its own proposals and invite proposals related to topics that the STC deems of high interest.

The STC will attempt to reach a consensus on all matters, recognizing that discussion on diverse topics adds value to the end result. With one exception, a proposal requires a majority of affirmative votes by active committee members for approval. The one exception to this process is that a two thirds majority is required to change these Operating Principles.

 

Committee Officers and Member Roles

  • Chair – primary STC contact; organizes and conducts meetings
  • Secretary – takes notes of the meeting, specifically documenting votes; submits notes to committee for approval; posts approved meetings to website
  • Financial officer – works with UCS director on budgeting and provides regular summary reports to the committee.
  • Special subcommittee positions – appointed as needs arise (eg, Digital Signage, Green Technology, Website). All STC members are expected to serve as an officer or on at least one active subcommittee.
  • Non-voting: Director of UCS (advisor); 2 appointed by OAIC (advisors)

Meeting Operating Procedures


Meetings may be formal or informal at the discretion of the STC Chair. Meetings may be public, or private, at the discretion of the committee.

 

Guidelines for STC Operations throughout the School Year


Fall term - assess technology needs; revise long term (5 yr) visions and goals; initiate research.
Winter term - consolidate research and invite proposals; refine budgeting expectations
Spring term – vote/fund proposals; press releases; approve following years' budget; wrap up committee business for the year; communicate to WOU students about how funds were invested for the year (eg, recent years included a video presentation by STC members).
Summer term - as needed basis.
