International Rose Test Garden Get up close and personal with 8,000 rose bushes! In 1905, Portland had 200 miles of rose-bordered streets - to draw attention to the Lewis and Clark Centennial celebration - and had been dubbed the 'City of Roses.' Today Portland's International Rose Test Garden is considered the oldest official, continuously-operated, public rose test garden in the United States. Japanese Garden The garden is tucked into a cusp in Portland's West Hills, situated approximately five hundred feet above sea level. Experience "borrowed scenery" - the remarkable vista across the city of Portland toward the Cascade Mountains and Mount Hood - and the "hide and reveal" concept within the five formal gardens. A five and one-half acre haven of tranquil beauty, it has been proclaimed one of the most authentic Japanese gardens outside Japan.
