Barton is a graduate of Coquille High School, Coquille, Oregon; the United States Army Field Artillery School's artillery surveyor course; the University of Oregon; and the Willamette University College of Law. He practices law in Salem, and is an adjunct instructor in the Criminal Justice Department at Western Oregon University.
