The ESOL and Bilingual/ESOL Endorsements

The ESOL and Bilingual/ESOL programs are offered on-site in Salem. Classes offered off campus are arranged with the school districts in which the classes are offered. Teachers who work out of the district in which the classes are offered may attend classes, space permitting. Classes may also be taken on the campus of Western Oregon University and as online classes when offered. All classes off campus are graduate level classes.

Oregon Educator Licensure Assessments (ORELA) Test

Prior to taking the practicum, WOU requires a passing score on the

Teacher Standards and Practices Commission (TSPC) requires passing the ESOL ORELA prior to a candidate applying for either Endorsement. The Bilingual/ESOL Endorsement candidates must also meet the language proficiency requirement either through coursework or by passing the appropriate language PRAXIS test.

 

The Praxis Series is administrated by the Educational Testing Service and information is available on their web page. ORELA information can be found here. Notification of successfully passing the exam must be received by WOU prior to your application being completed.

 

 

ORELA Preparation – FREE

The ORELA English to Speakers of Other Languages (ESOL) Examination is required of candidates seeking licensure as ESOL teachers. Candidates must pass both subtests.

Program Description

The ESOL Endorsement requires completion of an 18 credit hour program consisting of six, three-credit core courses. These courses can be taken one class per term with the teacher completing the requirement in two years (six terms). TSPC requires successful passage of ESOL ORELA Subtests 1 and 2 for endorsement

 

The Bilingual/ESOL Endorsement requires completion of the same 18 credit hours plus a language requirement. The language requirement may be met by successfully passing the PRAXIS language exam or six credit hours of upper division language. Contact your advisor for more information about the Bilingual/ESOL Endorsement.

 

Both endorsements require a practicum for teachers not normally involved in bilingual and ESOL teaching.

 

All courses are offered on-site tailored to meet the needs of working teachers. On-site advising is available to students as well. University advisors review participants' transcripts and a student contract is developed and signed through the advisement process.

Admission Requirements

Anyone wishing to participate in the ESOL or Bilingual/ESOL Endorsement Programs must be admitted to the university by the Graduate Office. Applications are assembled, disseminated and monitored by the Division of Extended Programs.

As part of the application process, the following are needed:

  • Application for Graduate Admission (if you have previously been admitted to WOU as a graduate student, submit an Application for Re-Enrollment; no fee is required);
  • Admission fee ($50), non-refundable, made payable to Western Oregon University;
  • Official transcripts from all previously attended colleges and universities;
  • Copy of scores from either the Miller Analogies Test (MAT) or Graduate Record Exam (GRE) if GPA is less than 3.0 on last 60 semester or 90 quarter hours of undergraduate work;
  • Copy of current Oregon teaching license.

After completing the above items, students will receive a letter of admission and, if necessary, a checklist requesting additional materials.

University Services

WOU students participating in programs at a distance from campus are assigned a WOU email account, PIN number and V number with which to access Wolf Web Online Services. Students can web-access grades and unofficial transcripts, information about their financial account, and library services. For assistance, visit our Frequently Asked Questions webpage.

 

In addition, students may visit the WOU Hamersly Library, the Instructional Technology Center and Curriculum Lab on campus.

 

 

Textbooks

The WOU bookstore can be accessed on-line, in person, or by phone for required textbooks. However, textbook information will be distributed prior to the start of term if you prefer to find alternate sources for your textbooks.

Vouchers

Vouchers are issued to master teachers for use in classes offered on the WOU campus. Unfortunately, DEP is not able to accept vouchers in lieu of tuition payment due to the special agreement and negotiated low cost offered through your school district. DEP operates on a cost recovery/self-sustaining basis.

Grades

Students have access anytime to their unofficial transcript via the web. (Read the Instructions for requesting transcripts). Grades are not mailed to students.

 

Official transcripts can be ordered by completing this printable transcript request form online. Be sure to sign the form before faxing or mailing to the Registrar's Office.

 

 

 

Course Substitutions

When an individual has related, graduate level coursework from an institution other than WOU, the courses may be substituted for identified course(s) on the student contract after the academic advisor's review. Official transcripts are required to determine any substitutions.

Practicum

Students completing the ESOL or the ESOL/Bilingual Endorsement are required by Teacher Standards & Practices Commission and Western Oregon University to complete a 90 hour (3 credits) practicum, ED 609. If you are already in a teaching situation that meets the waiver guidelines, please consult with your advisor to assess your individual situation.

Application to TSPC for your Endorsement

Request an application packet from TSPC one term before you have completed the program requirements. TSPC requests that with your application (C-1 form) and fee payment, you also send an official transcript from WOU.

 

Considering that requirements might change, it is prudent to contact TSPC directly. After you have completed the coursework and met the practicum requirement, notify DEP so we may make the recommendation (C-2 form) to TSPC for your endorsement.
