State Sponsored Studies of Religion: Criteria
To be legal and be consistent with the First Amendment to the Constitution,
1. Its nature, intent, and purpose must be secular.
2. Its primary effect must be secular.
3. It must avoid excessive entanglement between the state and any religious group.
