Continuing Teaching License

Mark of distinction and accomplishment

The Continuing Teaching License (CTL) represents a demonstration of advanced teaching competency and is designed to “… measure a teacher’s ability to lead all students to learning gains, measure those learning gains and show ability to advance the teaching profession as an individual. Additionally, the CTL is a five year license, whereas, all Initial Teaching Licenses are only three year licenses.”

 

The CTL is a second level licensure option available through TSPC for teachers who complete 1.) a TSPC approved CTL program, 2.) a doctoral program, or 3.) national board certification. The CTL authorizes the teacher to teach in the subject areas in which the license is endorsed and at the grade levels at which the license is authorized.

FS 600 Seminar I: Project Planning
Identify a problem or area of focus you feel passionate about, is within your ability to change, and expands on your present practice. 

Discussions and readings support candidate development of (a) hypothesis or proposal, (b) identification of cause/effect data (antecedents), (c) targeted literature review, and (d) a plan for winter implementation.

FS 601 Seminar II: Project Implementation
Implement your fall Project Plan. Consider the importance of using both qualitative and quantitative data, recognize valid and reliable data, and understand issues around validity, reliability and generalizability. Support fellow candidates in this process through in-class and online discussions, school visits (when possible), and video observations.

Spring 2011

 

FS 602 Seminar III: Project Summative Results and Reflections
Develop a portfolio documenting your personal journey from proficient to highly proficient or the advanced level in each of the TSPC/CTL required objectives. The portfolio illustrates a deeper understanding of how data can be used daily in classroom instruction. 

In addition to a portfolio, present your culminating project to a group of peers and invited guests. Utilizing the Danielson Framework, you have multiple opportunities to reflect on your year-long project as well as give support to fellow cohort members.

Candidates completing the Master of Science in Education degree at WOU have the option to embed the CTL into their graduate program by selecting to use the final six credits to complete the CTL. This option can also serve as an exit requirement for the master’s degree.

 

Requirements for Continuing Teaching License

  • Hold an Initial Teaching License,
  • Hold a master’s degree OR be a WOU student within the last 15 credits of a Master of Science in Education degree,
  • Employed currently full-time as a classroom teacher, and
  • Have completed at least five years of full-time classroom teaching (PK – 12).

Apply to TSPC for Continuing Teaching License

Once you've completed the coursework and met all portfolio requirements, WOU will recommend you to TSPC for the CTL.

 

Next steps:

  • Decide when you will apply for your CTL. Plan ahead so you don't run short of time for the process to work. Check the TSPC Web page for the most current fees.
  • Download two forms from the TSPC Web page (see below for links).
  • Request an official WOU transcript.
  • Complete and submit your C-1 form, your official WOU transcript request, and the application fee to TSPC.
  • Fill out the top part of the C-2 form and mail it to Karen Johnson (see below).

Two TSPC forms and instructions:

1. The Application for Educator License Form C-1 is your application to TSPC for CTL. You must include an official WOU transcript and application fee (check the TSPC Web site for the most current fee information).

2. The Program Completion Report, Form C-2, is your request to WOU to recommend to TSPC that you have met requirements for CTL. Fill out the top of the form and mail it to WOU just prior to applying to TSPC.
