Phase 1 - effective Fall 2013
As part of the 2013 legislative session, the Oregon Legislature allocated an additional $15 million for the biennium to be used specifically towards minimizing increases at each of Oregon's seven public institutions. HB5008 passed at the end of the session stated that "tuition increases for resident undergraduate students would not exceed 3.5%" or, in the case of the new 2013 WOU Promise cohort, 5.7%. Prior to the additional funding, the WOU base rate for tuition had been approved at an increase of 3.4% over the 2012-13 fiscal year while the new cohort rate was set at a 7.0% increase. Due to the fact that the base tuition rate increase was already below the legislative note, WOU received $122K to reduce the corhort rates only down to a 5.7% increase. The rates and changes are as shown below:
Phase 2 - effective Winter 2014
As part of the 2013 legislative special session, the Oregon Legislature allocated an additional $25 million for the biennium ($40 million total) to be used specifically towards minimizing futher any resident tuition increases at each of Oregon's seven public institutions. HB5101 stated that in-state tuition increases at Western could not exceed 2% or 4.3% in the case of the incoming WOU Promise cohort. With the $122K given to WOU under the Phase 1 buydown, OUS allocated an additional $193K in Phase 2 to bring tutition increases down to the following rates for the Winter and Spring 2014 terms:
Academic Year 2014-2015 Tuition Rates
As a part of the package that passed during the special session in September 2013, the Oregon Legislature intended to lock in-state undergraduate base tuition rates in at the Winter/Spring 2014 rates for the remainder of the biennium (through June 30, 2015). Base tuition rates will be set for the 2014-2015 academic year at those listed under Phase 2 on the first line in the table above. As for those students who choose the tuition promise, the Legislature mandatated that an increase in those rates could not exceed 2.2%.
